But there are media organisations that refuse to be regulated by any authority, and others that are, but where the process is too slow or the complaint in some cases not admissible. In cases like these, QC is the answer.

How to File a Complaint
To start the confidential complaint process, simply go to our File a Complaint page. The page takes you through testing the validity of your complaint before submitting it to QC. If you then wish to proceed, it helps you through the submission process.
We charge a £50 cost-recovery fee for the initial assessment, and a further £100 only if QC accepts your complaint for investigation. That would buy only minutes of a libel lawyer’s time, but it is enough to help us cover some of the costs of your case review.
About QC
QC (Quis Custodiet), published at mediawatch.report, operates under the wider NewsX mission. It exists to hold unregulated, accountability-averse media to clear standards and offers a structured complaints and assessment route for people who feel they have been treated unjustly.
QC sits within NewsX CIC, which is a UK Community Interest Company (CIC) limited by guarantee (company no. 14370436). A CIC is a regulated community-benefit structure that must pass the UK Government Regulator’s community-interest test and is built around a compulsory “asset lock,” meaning the company’s assets (and any profits or surpluses) are intended to be used for the community purpose rather than private gain.
Simply put, “not for profit” organisations run like a real business to be sustainable, but reinvest any surplus above genuine operating costs back into the mission rather than extracting value for owners – which in the case of NewsX and QC is aimed at improving standards, tools, casework and support for independent journalism.
You can independently verify the structure and the ongoing accountability of NewsX. Its CIC status is shown on the public Companies House register, and CICs also file a community interest report alongside accounts that appears on the public record.
NewsX and Press Card holders voluntarily agree to be regulated by QC — meaning they accept a clear editorial code, transparent complaints handling, and fast correction where warranted. But QC isn’t limited to the NewsX ecosystem. It applies the same editorial standards to any piece of journalism, regardless of publisher, and is designed to offer quick, practical redress to people who have genuinely suffered from media bias or misleading presentation — without a long, expensive legal fight.
